The New Dynamics 365 Finance & Operations License Pricing Explained
Dynamics 365 licensing can be complicated, especially for Finance & Operations. In this article, I’ll explain your options and the prices in detail.
There are 4 different user license types, at least 2 different apps, and the new Copilot Credits to consider.
Also, as of January 2026, Microsoft has changed how they enforce user licenses for Finance & Operations, and this article also contains information on that. Let’s dig in.
How Much Do Finance & Operations Licenses Cost?
Most Dynamics 365 Finance & Operations full users’ licenses cost $240 USD/user/month ($325.60 CAD/user/month).*
However, some user licenses will cost less or more than that. Here’s how it works:
- The Dynamics 365 Finance & Operations functionality is separated into 2 app licenses: Finance and Supply Chain Management.
- Technically, licensing for each user starts at $210 USD/user/month ($284.90 CAD/user/month) for single-app full users of just one of those applications.
- In our experience, most Dynamics 365 Finance & Operations full users need both app licenses. You “attach” a license for the second app for $30 USD ($40.70 CAD). That’s why I say most full users’ licenses cost $240 USD ($325.60 CAD).
- Besides full user licenses, there are also device, activity, and team member licenses, as well as the newer Premium licenses. More on all those below.

Note that Dynamics 365 Finance & Operations is also often called D365FO, D365 F&O, or Dynamics 365 Finance and Supply Chain Management.
What Are Dynamics 365 “Attach” Licenses?
Attach licenses are heavily discounted licenses for users who license more than one Dynamics 365 app.
Dynamics 365 is a broad family of apps, serving a wide range of business needs. Your “attach” choices are not limited to Finance and Supply Chain Management.
- Each user must have one app as their base: for D365FO, that would be Finance or Supply Chain Management. Base apps are full price.
- You can also attach other qualifying Dynamics 365 apps, including those providing CRM functionality.
- For instance, a base license for Dynamics 365 Sales Enterprise would normally be $105 USD/user/month ($128.90 CAD/user/month). But a user who already has a Finance license, for instance, could attach Sales Enterprise for only $20 USD/user/month ($25.60 CAD/user/month).
- Attach and base licenses give exactly the same functionality.
The question of which Dynamics 365 apps can be the “base” and which are “qualifying” for attach licenses can get complicated for some users. But things are simpler for Finance & Operations full users. See the next section.
Which Apps Qualify to Be Attached to Finance & Operations Base Licenses?
Finance & Operations full users have the widest list of qualifying apps available to them. That includes the Dynamics 365 Customer Service and Sales apps.

For users with the Finance or Supply Chain Management base app (listed on the left column), there is a dot meaning “yes you can attach” for almost every other D365 app license in the chart.

Is There a Minimum Number of Dynamics 365 Finance & Operations Licenses?
Yes, there is a minimum for Finance & Operations: 20 full users of either the Finance or the Supply Chain Management app. Note that it can’t be 10 of each, or any other breakdown. It has to be 20 licenses of one app.

A full user license has, as you might expect, full access to all features of the apps.
A team member license is the most affordable and the most limited. It gives a user full read access to Finance & Operations data, plus data from D365 CRM apps like Sales. Team members can also use specific D365 functions like expense entry or contact updates.
An operations activity license has more capabilities than a team member but less than a full user.
An operations device license lets unlimited users access the app through the device. It’s often best for warehouse or retail workers.
There are also Premium licenses for Dynamics 365 Finance and Supply Chain Management, at $300 USD ($407 CAD) per user per month. These are the newest additions to the lineup, and may be right for a small number of users who need to leverage the new, advanced analytics and financial planning capabilities they offer. The Premium license comes with 1,000 Copilot Credits per user per month.
2026 Dynamics 365 F&O License Enforcement
In 2025, Microsoft announced it would change how licenses are enforced in Dynamics 365 Finance & Operations. Microsoft refers to this as Improved User License Validation, and what it means in practice is that:
- As of January 15, 2026, starting 15 days after your annual license renewal date (or anniversary), Microsoft will begin license enforcement for your account — users without the correct licenses will lose access to D365 F&O applications.
- 30 days prior to your license renewal date, your users will start to see notifications in Dynamics 365 if they don’t have the right licenses.
- In general, Microsoft will be more proactively reviewing license usage for each customer, making sure that any users who don’t have the correct licenses cannot access the applications.
Although there is an important role for your IT team or in-house Dynamics 365 sysadmin in reviewing license usage, we advise that you reach out to a partner for advice.
There is a lot of detail and some flexibility when it comes to Dynamics 365 licenses — there are device licenses, attach licenses, etc. So getting the right mix of licenses in terms of total price and your functional needs may not be as simple as doing exactly what the automated in-app prompts from Microsoft say. How Much Does It Cost to Use Copilot In Dynamics 365 Finance & Operations?
Some uses of Copilot in Finance & Operations require a Microsoft 365 Copilot license ($21/user/month USD, $28.50 CAD) — which some of your users may already have. Others require Copilot Credits (approx $0.01 per credit). Here’s an overview of these new developments and how they work from a licensing perspective.
License for Copilot Use in Dynamics 365 Finance & Operations
The built-in, Microsoft-generated AI agents for D365 F&O run on Microsoft’s backend AI infrastructure. You only need:
- A qualifying D365 license (in this case, Finance or Supply Chain Management).
- The Microsoft 365 Copilot license ($21/user/month USD, or $28.50 CAD, for Microsoft 365 Copilot Business licenses).
No additional Azure consumption or credits are billed for these.
Custom Copilot Studio Agent Credits
If you build your own generative AI agents using Copilot Studio (or Agent Builder), these will use Copilot Credits, billed either by:
- Pay-as-you-go via your Azure subscription (~$0.01 per credit)
- A pre-purchase plan for Copilot Credits (e.g., 25,000 credits/month)
Note that Copilot Studio agents are backed by Azure AI consumption. Azure or tenant admins must link environments to an Azure subscription to pay for that usage.
These custom agents can have functionality that can include:
- Custom LLM usage.
- Integrations via Azure OpenAI, Azure Functions, or external AI services.
- Multi-step workflows calling AI tools.
Total Cost of Ownership for Dynamics 365 Finance & Operations
The total cost of ownership for D365 F&O includes user licensing, ongoing support, and the up-front implementation costs. It is licensed on a SaaS, per-user model, so there are no extra upfront license costs or server costs for your company.

An “attach” license in Finance & Operations is a discounted license for users who need access to more than one Dynamics 365 app. Attach licenses offer the same functionality as base licenses but at a lower cost when added to an existing base app.
Unlike the other F&O licenses, Intelligent Order Management is licensed per tenant. As Microsoft explains in their licensing guide, Intelligent Order Management is a standalone service for order fulfillment, which includes the reallocation of inventory and the detection of anomalies to fulfil orders at low cost and time to delivery.
An Intelligent Order Management license costs $315 USD ($427.35/user/month) and comes with capacity for 1,000 order lines.
